QUESTION: Councillor E. Tuffy
"To ask the Manager for a report on the statistics relevant to the Choice-Based Letting, Applicant Sourced Housing and the overall Social Housing Leasing Initiative for the Lucan Electoral Area, broken down to the lowest level available, and to make a statement on the progress being made in meeting housing need in this area?"
REPLY:
A total of 121 expressions of interest have been received in respect of privately owned properties in the Lucan electoral area under the Social Housing Leasing Initiative of which 28 are through the Applicant Sourced Homes (ASH) scheme. This includes 5 properties which were eligible under the Rental Accommodation Scheme (RAS) in so far as the tenants are in receipt of social welfare rent supplement payment for in excess of eighteen months.
To date 36 properties (including 3 RAS eligible cases) have been procured through lease arrangements, of which 6 are ASH and the properties made available for tenanting. A further 5 properties, including 1 ASH case, are currently in process. The remainder of the 121 expressions of interest were closed as either agreement could not be reached with the property owner or the property was not suitable.
The ASH programme which initially commenced in late 2010 was temporarily suspended to facilitate the implementation of Choice Based Letting (CBL). Since CBL is now firmly in place and running successfully the further rollout of the ASH programme in tandem with CBL was recommenced in March 2012 as mechanisms in the provision of housing to meet the needs of persons on the social housing waiting lists. To date 119 letters have issued to housing applicants North of the Naas Road in order of housing list position in reference to demand for house size. This is done in the interest of fairness to all applicants and to avoid inflation of the rental market for any particular house type.
To date 23 responses have been received from the 119 letters issued.
It is planned to continue the implementation of the ASH scheme by offering the ASH option over a period of time in batches of 60/100 to all applicants on the housing list.
With regard to the Choice Based Letting Scheme (C B L) full implementation commenced on 14/10/2011 and it is now fully operational and very successful. Voluntary Housing Associations have also agreed to be included in the scheme.
To date 109 dwellings have been advertised countywide - 77 for South of the Naas Road and 32 for North of the Naas Road housing areas. House type broken down as follows:-
