"That this Committee deplores the fact that Adamstown has not yet received its Community Centre which deprives both the students of the Community College and the residents of the area of a very essential facility and requests that this Council, mindful of the changed circumstances that now exist compared to when the SDZ was drawn up and agreed, explore ways in which the Community Centre can be made a reality."
REPORT:
Development within the Adamstown SDZ is subject to a schedule of phasing. This is based on the premise that the number of dwelling units that may be permitted in each phase of development is dependent on a predetermined amount of infrastructure, services, facilities and amenities having been completed to serve each phase. The first community centre is required by the end of Phase 2 (1,001-1,800 dwellings). Development in Adamstown is in Phase 2 at present with 1,211 dwellings occupied. The Community Centre is required by the end of this phase and as such, development is in compliance with the terms of the approved Planning Scheme.
Castlethorn Construction confirmed in May 2012 that it continues to look at delivery options for the Adamstown Community Centre. However, the funding environment is not supportive of a project of this nature from their own resources at present.
The Adamstown Planning Team remains in contact with the Developers, Departments of Education & Science and Environment as well as the VEC and in conjunction with the SDCC Community Department will continue to investigate and pursue any alternative delivery options that might arise.
