QUESTION: Councillor M. McDonagh

To ask the Manager, further to my requests of 24.10.2011 and 15.2.2012 for a copy of  the licence agreement between the Council and Community Workspace Limited for the management of the Community Resource Centre, Rowlagh, can you provide me with a copy of this agreement and if not can you provide an explanation as to why after four months it has not been possible for the Council to provide me with a copy of the documentation relating to this agreement?

REPLY:

The Council entered into an agreement with the North Clondalkin Community Development Programme Ltd (now known as Community Workspace Ltd ) in 1997 whereby the Council made a site at Neilstown Road available for the construction of a Community Resource Centre.  On completion of the centre, the above Company was to be granted a Licence to manage the Centre and the terms of the licence were approved by Manager’s Orders LA/144/97 and LA/187/2000 which have been forwarded to the Councillor previously. 

A number of draft licences and correspondence passed between the Council’s Solicitor and the Licensee's Solicitor at the time but do not appear to have been finalised.  In order to progress the matter, the Council's Law Department is in the course of preparing a new Management Licence which will be forwarded to the Company's Solicitor for consideration, as soon as possible
