That the Manager give a report on the Litter Bins in the County detailing how many there are and if collecters have experienced an upsurge in the dumping of domestic waste in or around them. Have any been removed or moved since the privatization of the Waste service last April?
REPORT:
There are 656 litter bins which are serviced across five routes and are collected Monday to Friday.
Illegal dumping generally and the disposal of domestic waste in litter bins are not new phenomena. Monitoring of routes and individual bins has been a feature of the work of the Cleansing Section for many years. In dealing with such cases, evidence of intentional dumping of waste by individuals is gathered and where possible is prosecuted under Litter or Waste legisaltion. Such investigations often prove to be very difficult and ultimately, bins may be removed where there is a persistent problem.
Statistics in relation to litter bin yields set out below show that there has been no discernable increase in the use of litter bins over the last numbers of years. In addition, from 1 April 2011 to date, only two litter bins have been removed due to disposal of domestic waste. This figures is not inconsistent with previous years thereby demostrating that misuse of the Council's litter bins has not increased. The Cleansing Section will continue to monitor the yields and any problem sites that may develop. If there are any specific locations that the Members or public have concerns about they should be notified to the Cleansing Section for investigation.
