Minutes of Environment SPC meeting held on 7th November 2011.

Item 2

Matters Arising

Cllr Hannon introduced officials in new roles and wished them well. Item 8, Consultation on the Establishment of a Public Water Utility and the future funding of water services, on the agenda was moved up to follow item 3 the Waste Byelaws Review Progress Report

Item 3

Waste Byelaws Review Progress Report

Following an introduction to the item a “Waste Byelaws Review Progress” by Cllr Hannon a report was provided by Yvonne Dervan, Senior Executive Officer. Following contributions from Cllr O’Connell and Cllr Hannon, Ms Dervan responded to the issues raised by the members.

It was agreed that the initiation of the statutory procedure for the review of the bye-laws in accordance with Section 200 of the Local Government Act, 200l should proceed.

Item 8

Consultation on the Establishment of a Public Water Utility and the future funding of water services 

Following an introduction to item “Consultation on the Establishment of a Public Water Utility and the future funding of water services” by Cllr Hannon a presentation was provided by Tom Moyne, Senior Engineer. Following contributions from Cllr Devine, Cllr La Hart, Cllr O’Connell and Cllr Hannon, Mr Moyne and Ms Walsh, Director of Water and Roads responded to the issues raised by the members.

 

The presentation was noted and it was agreed that the matter should be discussed at the next meeting of the Full Council.

 

Item 4

No Junk mail report

A “No Junk Mail” report was presented by Maire NiDhomhnaill, Project Manager. Following contributions from Cllr Walsh, Cllr Devine, Cllr O’Connell, Cllr Tuffy, Cllr La Hart and Cllr Hannon, Ms Ni NiDhomhnaill & Director of Services Mr Quinlivan responded to the issues raised by the members.

The report was noted.

Item 5

Beautiful South Dublin County Competition Report

A report on the “Beautiful South Dublin County Competition”was presented by Ms Sorcha O’Brien Environmental Awareness Officer. Following contributions from Cllr O’Connell and Cllr Hannon, Ms O’Brien responded to the issues raised by the members.

 

Item 6

Dodder river CFRAMS (Catchment Flood Risk and Assessment Management) presentation

A report on the Dodder River CFRAMS (Catchment Flood Risk and Assessment Management)was provided, Dermot Finch Senior Engineer. Mr Finch stated that the consultation process is for three months following a launch of CFRAMS by Minister of State Mr Brian Hayes TD, on the 6th March 2012

Evaluation of the Waste Management Plan for the Dublin Region

Item 7 was not reached & will be placed on the next SPC agenda
