That this Committee calls on the Manager to report on the water that seeps from the open space between Knockmore Avenue and Donomore Green since the core tests took place at this location a number of years back prior to the then proposed infill Housing which was to take place there. This Committee further calls on the Manager to state if this seepage is the result of a damaged pipe caused by the core tests, why has it not been repaired over the past couple of years and did it contribute to the floods that took place on Knockmore Avenue and Knockmore Park in October of 2011.

REPORT:

Flooding occurred along Knockmore Avenue in 2000 or 2001. As a result, a land drain was constructed to alleviate further potential for flooding. This work was successful. In 2006 trial holes were dug in the open space to establish ground conditions as a part of the design process for an infill development adjacent to Knockmore Avenue. The trail holes created artesian conditions, releasing groundwater or perched water, which caused a build up of water on Knockmore Avenue. This was again dealt with and this flow of water was successfully diverted to the appropriate drainage system. This drainage system is still in place at the back of the wall in the green open space opposite the houses on Knockmore Avenue but probable needs cleaning out and partial restoning. This will be looked at shortly and will be included in the flood alleviation scheme for the Knockmore area.

There were no pipes damaged when the trial holes were dug in 2006 in the green area between Knockmore Avenue and Donomore Green. The hard compacted ground at these trial hole locations was loosened allowing the natural water table to rise and seep out at these points. These seep holes would have contributed very little to the flooding of the Knockmore Avenue/Park area on the 24th of October 2011.
