QUESTION: Councillor G. O'Connell

To ask the Manager for a report on the current position on the implementation of Policy LHA 26 (County Development Plan 2010 – 2016) in respect of the commitment to “investigate the feasibility of adopting a joint management structure with Dublin City Council for the Bohernabreena Reservoirs and to report back to this chamber within two years of adopting the County Development Plan.

REPLY:

Policy LHA 26 of the County Development Plan 2010-16 states:- "It is the policy of the Council to examine areas within the Dublin Mountains including the Bohernabreena Reservoirs and High Amenity Area and Liffey Valley Zones with a view to making Special Amenity Area Orders for all or part of them".  It is an accompanying objective of the Development Plan to investigate the feasibility of joint management structures with DCC for the Bohernabreena Reservoirs. 
 
The Dublin Mountains Partnership (DMP) was established in 2008 and includes SDCC and Dublin City Council as partner bodies.  The DCC representative on the DMP is the Senior Engineer of the Water Division responsible for the Bohernabreena Reservoirs.  Since 2010, DCC has enabled the routing of the Dublin Mountains Way through the grounds of the Reservoir, and facilitates use of the route and access for the DMP Volunteer Rangers to patrol the Dublin Mountains Way in this area.  Joint management of the water resource is also undertaken between the water services divisions of DCC and SDCC. Through the DMP and Water Services structures, there is currently significant co-operation regarding the use of and access to the Bohernabreena Reservoir area and the water resource,  although DCC remains responsible for the management of the Reservoir grounds.  
 
The South Dublin County Development Plan will have been in operation for two years by the Autumn of this year and prior to the two years having elapsed, the feasibility of further co-operation with DCC can be investigated.
