MEETING OF LUCAN AREA COMMITTEE

Tuesday, March 27, 2012

MOTION NO. 18

MOTION: Councillor W. Lavelle

That this Area Committee, noting that it is some 14 months since Garda Authorities wrote to this Council advising that “An Garda Síochána supports the introduction of school time heavy goods vehicles restriction on the Newcastle Road, Lucan”; requests the Manager to conclude any remaining consultations with stakeholders so as to present a report to the April meeting of this committee for the purpose of consideration of the proposal to introduce a school-time HGV restriction on Newcastle Road.

REPORT:

At previous meetings of this committee an undertaking was given to implement this restriction on HGV's subject to the approval of the Garda Authorities.  In this regard the Council wrote to the Garda Authorities seeking their endorsement of the proposal.

The Garda Authorities replied as follows:

"An Garda Síochána supports the introduction of school time heavy goods vehicles restriction on the Newcastle Road, Lucan, Whilst An Garda Síochána has responsibility for enforcement, the support of all stakeholders will be necessary to ensure the restriction is fully complied with."

In this regard the Council has tried to seek the support of all stakeholders as advised by the Gardaí. We have consulted the Clondalkin Area Members in this regard and an informal meeting of both committees was convened by the Mayor to discuss this matter.  This meeting took place in January and further meetings are to take place with Grange Castle Business Park and Greenogue Industrial Estate.  It is hoped to have these meetings in April and a report will issue to this committee on the outcome. It should be noted that there is a joint meeting of the Planning and Economic Development SPC and the Transportation SPC scheduled for 2nd May to discuss policy in relation to  HGV's within the County.
