That the Manager give a report on the cleaning of the laneways in Palmerston and that a discussion take place on how the scourge of fly tipping and dumping of household and other rubbish on these laneways can be eliminated as it is a health hazard, disgusting for those who have to use the laneways and a drain on Council resources.
REPORT:
In the year to 29th February, 2012 there were 42 clean-ups carried out by the Cleansing Section in the laneways of Palmerston, with items ranging from small bags of domestic waste up to kitchen units, oil tanks, beds, tvs and furniture suites removed from these laneways. It is quite obvious that some local residents are engaging in the practice of disposal of unwanted waste and household items in the laneways adjacent to their homes.
The local Litter Warden regularly patrols the laneways and liaises with local residents. Where evidence is available the warden will take enforcement action and she will also arrange for clean ups as required. While enforcement is considered the an effective deterrent to this problem, by its nature this relies upon evidence being provided by local residents regarding who the offenders are.
The Council's Litter Management Plan 2011-2014 also details ongoing awareness, prevention and enforcement aims and objectives in tackling litter and the Council is current circulating an information leaflet to provide awareness on How to Manage Your Waste from Home.
