QUESTION NO. 13

QUESTION: Councillor E. Tuffy

To ask the Manager to advise if there is any process open to Councillors to amend the Parking Bye-Laws so that the requirement to pay on Saturdays in Palmerston Village is cancelled, without going through the process of a full review of the Bye- Laws, as the Saturday payment in Palmerston is an obvious anomaly, an aggravation to residents and visitors and damaging to local traders and there are no park and ride issues on Saturdays?

REPLY:

The Control of Parking Bye Laws describe the operational hours and operational days for each road subject to Pay and Display parking.  Any alteration of the operational hours and operational days invoke a change to the Bye Laws which is a reserved function of the Council Members.

The current bye laws were introduced in 2010 following an extensive consultation period. Issues, such as that highlighted, pertaining to the operation of controlled parking are accommodated within the consultation process for Control of Parking Bye Laws.

It is our intention to review the Control of Parking Bye Laws across the County in 2013 following 3 years of their operation.
