MOTION: Councillor E. Coburn

"That this Committee agree that lockable manholes be placed on manhole covers in Castlefield Manor to ensure that surcharging does not occur within residential estates."

REPORT:

Lockable manhole covers have replaced the ordinary manhole covers on all the surface water manholes where flooding of houses took place on the 24th of October 2011 in Castlefield Way and Castlefield Court.  However, it should be pointed out that lockable manhole covers are not the solution to surcharging surface water systems as water will escape where it can in any surcharged system and if it can't get out at manholes it will escape through house and/or gully connections thus flooding houses via manholes/AJs at the front, side or backs of houses and the road.  The solution is to try and prevent surface water systems surcharging and in the case of Castlefield Estate, the Drainage Design Section is looking into attenuating or diverting or a combination of both upstream of Castlefield Estate to reduce the flows in the surface water pipes through the estate.
