(2b) Review of Development Contribution Scheme - update
REPORT:
At the January Council meeting the following report was given in response to a question from Cllr William Lavelle.
"A working group of the Economic Development (including Planning) SPC is considering the review of the Development Contribution Scheme. During 2011 it was agreed at Regional level that a (limited) economic review of the existing Scheme should be carried out to inform the current review and recommendations made to elected members following same.
Following an investigation of options to deliver this review, Dublin City, on behalf of the other Authorities, have engaged consultants to carry out the review and it is envisaged that a report should be available during February 2012. Following the receipt and consideration of the report recommendations will be brought to the Working Group and SPC and to full Council.
In order to expedite this process the possibility of holding special Working Group and SPC meetings was discussed at the Working Group. Based on the above, it is anticipated that it may be possible to have a report to full Council for the April meeting. The resulting legislative timescale is set out below. (Please note that the dates are indicative only based on the April meeting-there are potential conflicts with normal calender arrangements. Given this factor added to the process outlined above and below a realistic effective date for a new Scheme will be during September/October 2012)

It should also be noted that the National Transport Authority are currently carrying out a review of Section 49 Schemes at National level."
A meeting was held with the consultants in the City on 8th February 2012 at which the four Authorities were represented. The timescales indicated above were emphasised at the meeting. As discussed previously a special meeting of the SPC will be scheduled, if required.
