That the Manager could present a report on the problem of bags of rubbish being left beside litter bins. This happens on a regular basis in certain locations in the Clondalkin area. One is at the bin at the junction of Woodford Villas and Woodford Walk where regularly on a Sunday night bags are placed beside the bins and the contents soon end up scattered to the distress of law abiding residents. Another bin which frequently has bags placed beside it is the one opposite Tesco on Convent Road. The bins on the canal path near the Ninth Lock are being similarly abused. All these locations have cctv of some kind in operation. Is this being used to try to catch the culprits? What plan has the Manager to address this growing problem?
REPORT:
The Council operates a litter bin collection service Monday to Friday throughout the county. The frequency of the collection of the litter bin is dependent on the volume of waste deposited in the bin.
The standard bin in South Dublin County Council is 75 litre capacity. These litter bins are in place to enable the public to dispose of their litter responsibly and when individuals leave bags of domestic waste at the side of the bin it leads to street litter and scavenging animals. This problem makes our streets look untidy, smell bad and can be potentially hazardous to the public. Domestic waste should be deposited in the household wheelie bin and waste that can be recycled should be placed in the green bin for kerbside collections.
When staff observe bags of waste being deposited at the side of the bin on a frequent basis the litter warden is requested to examine the contents and to monitor the bin for re-occurrence of fly tipping.
Where littering and dumping at litter bins has taken place, such locations are listed for cleaning as a matter of urgency.
