Question 5

QUESTION: Councillor C. King

"To ask the Manager to update the Committee on what progress has been made on the re-development of the Belgard Road halting site and provides and estimated timeframe for the commencement of works if funding was available immediately?"

REPLY:

Meetings have taken place between Council officials and residents of Belgard Road.  Some issues were raised by the residents in relation to the design aspects of areas of the houses currently under construction by SDCC and in that regard, the residents have been taken to visit newly built developments.  Outline proposals/options have been drawn up by the Architectural Services Dept. and are currently being considered. 

When a proposal has been agreed in principle with the residents, The Architectural Services Dept. will be asked to initiate detailed design for submission to the Area Committee Meeting and for the PART 8 processes.

The Architectural Services Department, concurrent with this process, submit design drawings and broad outline cost estimate to Department of Environment, Community and Local Government for initial project appraisal/approval. (stage 1)

 The following is an estimate of the timeframe required to reach commencement of works on  site:                                                                                                                                                 

Final briefing and design drawings for submission to Area Committee Meeting:                                                                                                                         4 weeks

Preparation of Drawings & Documentation for PART 8 process:                                                                                                                                                    4 - 5 weeks

PART 8 Process:                                                                                                                                                                                                                                      10 weeks

Funding Process: (stage 2 – Detailed Design and Cost Plan approval) is dependent on the Departmental approval and so it is not possible to put a time frame on this. 
                       

Tender Production (Detailed drawings, specifications, and documents) can be initiated immediately on receipt of Design & Cost Plan approval.                                                                                                                                                                                                                                                  6 – 8 weeks

 Tender Process: (Invitation to tender, tender period, evaluation and Tender Report/Recommendation)                                                                              6 – 8 weeks

 Department of Environment, Community and Local Government Funding Process:

(stage 3 - approval of tender recommendation)  is also dependent on the Department of Environment, Community and Local Government.                                       

On receipt of confirmation that all approvals are in place Manager’s Order for the works is prepared and work on site is started within 2-3 working weeks

If proposal can be agreed in principle with the residents by the end of January 2012, and if the Council will accept the project to be NOTED at the June meeting, it should be feasible to start on site early in the fourth quarter of 2012, with Completion targeted for September 2013.

 Any delays to the programme outlined above would mean the start date should be reviewed with a view to starting works after the worst frosts would be expected. i.e. early Spring of 2013.  Completion of the works should be achievable by the end of 2013.  It should be noted that the above is dependant on obtaining approvals and funding from the Department of the Environment, Community and Local Government and the estimated time frames are dependent on this.
