QUESTION: Councillor D. Looney
"To ask the Manager to provide the numbers of all customers in receipt of a bin waiver in the area under the remit of this county, subdivided by LEA and ED, and analysing waiver households as a percentage of total households in each LEA and ED, and to provide information on the Council's plans around the ending of the waiver, including information provision and contingency measures around this date?"
REPLY:
A total of 18,730 waivers were on the books when the waste collection service was sold by South Dublin County Council. As part of the Sale of the Service, Greyhound Recycling and Recovery Limited agreed to honour these waivers for a period of one year from the date of the sale of the service to them on 1st April, 2011. The Waivers are broken down by area as follows:-

Approximately 22% of households in the County qualified for a waiver.
When the Council reduced the number of waivers being awarded from four lifts to two lifts per month, it was the Council's experience that the public were generally compliant with regard to littering. However, the Litter Wardens will monitor the situation on the ground when the Waiver Scheme discontinues on 31st March, 2012.
