MOTION NO. 15
MOTION: Councillor E. Tuffy
That this Council urges the Manager to draw up and publish for public consultation and adoption by the Council a set of Taxi Bye-Laws for the County, which will put in place a system for the provision and regulation of Taxi Ranks, and regulations covering the waiting for fares by taxi drivers in places other than designated Taxi Ranks, which is along the lines of Bye-Laws in place in the Dublin City Council Administrative Area, and if he can make a statement on the matter.
REPORT:
Consideration of the matter referred to in the Motion has already taken place in conjunction with the increasing calls for the provision of designated taxi stands (taxi ranks) in a number of locations throughout the County. However to date no official taxi stands have been designated in the County despite a number of locations being used on an official / semi official basis as taxi ranks. It has always been acknowledged that bye laws for the control and regulation of taxi stands will be required when such stands have been designated and it is envisaged that a seamless process will be applied to these tasks.
In this regard it is considered that the Transportation Strategic Policy Committee is the appropriate forum to devise and develop such policy arrangements for the introduction of taxi stands and the associated bye laws. A report on the preparation of the draft Bye Laws for Taxi Stands will be made to the next meeting of the Transportation SPC. Members should note that consultations have already taken place on this matter with other authorities including An Garda Síochána and that the adoption of Bye Laws is a reserved function of the Members.
