"That the Manager give an update on the progress of the enforcement notice sent to the owner of the protected structure Ballyroan Lodge, Ballyroan and could the Manager give a report of the condition of the lodge and what works need to be done to restore the lodge."
REPORT:
The Councils Conservation Officer carried out a site inspection on 21st October 2011 and on foot of this inspection the Conservation Officer completed a formal report requesting that the reputed owner of the property be served with a Section 59 Endangerment Notice under Part IV of the Planning and Development Act 2000 as it is considered that the Protected Structure is not being safeguarded. A Section 59 Notice dated 8th December 2011 has been served on the landowner.
In the immediate term the main priortiy is to secure the structure insuring there is no unauthorised access and damage to the structure as a result of anti-social behaviour. From a visual inspection there is localised remedial repair works required to the roof of the structure this will ensure that no direct damage is caused from water ingress. The Conservation Officer has recommended under the notice that all opes are to be blocked up preventing unauthorised access and that remedial repair works are to be carried out and any slipped or missing slates are to be repaired or replaced like with like. A full condition survey would be required of both the exterior and interior of the structure to ascertain the extent of the necessary works to restore the structure. Under the Section 59 Endangerment Notice urgent works that are required to safeguard the structure from further endangerment are detailed as the works required by the owner and failure to carry out those works under the appropriate timeframe provided under Part IV of the Planning and Development Act 2000 may lead to Enforcement Action being taken.
A Section 59 Notice dated 8th December 2011 has been served on the landowner.
The Conservation Officer will continue to monitor the situation as appropriate.
