QUESTION: Councillor P. Cosgrave
"To ask the Manager to request that the builder of the new Ballyroan Library leaflet the local residents when works causing noise are to begin?"
REPLY:
The County Librarian raised this issue with Box Architecture and the project contractors MDY Construction. From their references it appears that MDY contractors have an excellent reputation in dealing with residents in homes adjoining building sites and they strive to work within best industry practise and regulatory requirements at all times. Their Control of Noise Plan for Ballyroan Library is included in the Project Health and Safety Plan which has been circulated to the elected members as has a letter from the contractors in response to Cllr Cosgrave’s question. Works on the Ballyroan site are restricted to 8am – 6pm Monday to Friday and 9am – 1pm on Saturdays. MDY have committed to carrying out intermittent noise monitoring to confirm compliance with recommended levels. They have undertaken to do everything practicable to reduce noise on the site although this may not always be possible during the construction period. There will be no works on site over the Christmas period from the 22nd December – 2nd January 2012.
The contractors have proposed to erect signage at the site hoarding during times when noise levels are likely to be elevated rather than leaflet distribution as they feel this is more appropriate to the nature of works on a construction site. There is also the possibility that leaflets are treated as junk mail and go unnoticed straight to recycling.
The act of construction is complex but it is hoped that with the contractors regulations and protocols in place disruption to local residents will be minimised. The County Librarian will liaise on a weekly basis with the project architect Gary Mongey and with Sean Cummins the contracts manager for MDY to ensure that best practise is being observed. The main building works are due for completion by late 2012.
