MOTION: Councillor J. Lahart
"That the Manager outline all steps, including meetings with local residents representatives, engineering works and drainage works, investigations and follow-up in the context of the floodings of private homes which took place recently in Castlefield Manor, Aranleigh, Knocklyon Avenue, Glenvara, Woodview Cottages and Knocklyon Avenue."
REPORT:
The Senior Engineer in the Drainage Section met with two members of the Castlefield, Glenvara, and Glenlyon Storm Drainage Committee on Monday, 28th of November 2011, and outlined to them the works already undertaken in their area and the planned future works. The works already undertaken includes:- 1. Delivered sandbags to households on Castlefield Way, Castlefield Grove and bottom of Glenvara Estate. 2. Replaced three manhole covers with lockable covers and frames on Castlefield Way. 3. Cleaned out all road gulleys in the areas where flooding took place. 4. Cleaned all roads with a Roadsweeper truck and removed all debris. 5. Connected road gulleys to the surface water sewer at Homeville Court. and 6. Built a new manhole on the foul sewer which had been damaged on the green area at Mount Carmel Cottages. Future works promised was the commencement of a CCTV Survey to check for blockages and then to review the sewer capacity depending on the CCTV Survey results.
The cause of the flooding in Aranleigh Estate would seem to be blockages in the surface water sewer at the end of the cul de sac in Aranleigh Court and in the green area at the other side of the wall at the end of this cul de sac. A pipe in this area was dug out and tree roots removed but this only partly improved flows in this pipeline. A CCTV Survey of all the surface water pipes in the estate was then undertaken. The survey indicated that the surface water pipe network was fine except in the same area indicated above where there seems to be more tree roots that need clearing and a partly collapsed pipe. All remedial work required on the pipeline at the Aranleigh Court cul de sac will be undertaken shortly and will be completed by Christmas.
The Drainage Section has had a number of meetings with the OPW and has indicated to them the areas in the Rathfarnham/ Knocklyon areas where flood remedial works are required. We have brought to their attention the Glenbrook Footbridge, Woodview Cottage, 15 to 23 (odd) Butterfield Avenue and the problems at Castlefield and Glenvara Estates. These jobs will be priced shortly after a Consultant's report in the case of Butterfield Avenue and funding under the OPW Minor Works Scheme will be sought.
