MOTION: Councillor C. King
That this Committee calls on the Manager to make contact with the new operators of the 'Playhouse Nightclub' at the Plaza Hotel with a view to moving their smoking area to a more appropriate place as it is causing a significant problem late at night for residents of Westpark Estate in the way of noise pollution. A previous arrangement with the former owners had worked well but has not been operating with residents in mind of late with residents not receiving a satisfactory outcome from their complaints to the proprietors.
REPORT:
The Principal Environmental Health Officer reports that an officer from his department has discussed this matter with the current manager of the Plaza Hotel, Mr. Darrell Penney. He also states that his department had dealt with a similar complaint under the previous management. At that time of the previous complaint, it was arranged to erect signs in the smoking area stating it was near a residential area and that management were responsible to control the noise levels of their patrons. The door staff were also briefed to keep people moving along and to ensure noise levels were kept to a minimum. Mr. Penney has given an undertaken to the Environmental Health Department that he will take the necessary measures to control this noise issue.
He also confirmed patrons are not allowed to take their drinks outside the premises. Sergeant Phelan from Rathfarnham Garda Station has spoken to the management of the club regarding this separate complaint. As a consequence of these two separate complaints, a meeting is to be set up for all parties and Environmental Health will be present on behalf of South Dublin Co Council.
Mr. Penney also stated that when a complaint of this nature was received on another occasion, a member of management went to the complainant’s house to discuss the matter, and came to the conclusion that noise was coming from another late night premises.
