MOTION: Councillor C. King
That this Committee calls on the Manager to deliver a report detailing what engineering solutions or otherwise have been identified to ensure severe flooding events can be lessened or eliminated at Knockmore Park & Avenue as a result of the height of Killinarden Park being at least two foot higher than the adjoining Road, the slips at Whitestown stream which exacerbated flooding at Cloonmore Avenue and Killinarden Estate, the barriers at Bawnlea Crescent and various issues that continuously cause flooding to elderly residents homes at Gibbons' Cottages on the N81. That this Committee further calls on the Manager to provide a timeframe and sequence of investigations and works understanding that some investigations may be preliminary at this point.
REPORT:
The Drainage Section is in discussion with the Parks Department about the feasibility of providing a wide swale in the green area in front of Knockmore Avenue which would turn down the side of Knockmore Park to the Tallaght/Whitestown Stream in Killinarden Park. The bottom of this proposed wide swale would be below the road levels of both Knockmore Avenue and Park and should divert rainwater from severe weather conditions away from these estates. Funding for this proposed work is actively being sought from the Office of Public Works (OPW) and Government Departments.
Some works to alleviate further flooding problems in West Tallaght/ Jobstown area have already taken place. An open grated manhole cover has been installed outside No. 29 Knockmore Park, the large underground attenuation tank under and beside the N81 Blessington Road beside Killinarden Estate has been cleaned out, the ditches and streams south/uphill of Hazel Grove Estate have been cleaned out and a start has been made to remove all the stones and debris from the partly blocked pipes under Jobstown Road near the entrance to Bawnlea Estate. The big concrete anti-joyrider kerbs on Jobstown Road and at Bawnlea Crescent will be replaced but with bigger gaps to allow flood waters to get through. The Drainage Section plans to dicuss the problems at Gibbons Cottages with the Roads Department.
It is envisaged that all flood relief schemes in West Tallaght/Jobstown once funding resources are identified would be carried out over the spring/summer of 2012.
