MOTION NO. 11

MOTION: Councillor M. Devine

That  the Manager provide an update on the future of the  Rent Supplement Scheme with reference to the Government’s Housing Policy and, if a pilot scheme is established, that the Springfield area be  prioritized for inclusion in this.

REPORT:

Currently there are ongoing discussions being held between the Dept Social Protection and DOECLG in relation to the proposed transfer of the responsibility for payment of Rent Supplement to the LA’s in the form of Housing Assistance Payments (HAP).   As part of this process three sub committees have been set up to advise and inform any such transfer.  These sub committees are to advise on the implications for (1) Housing (2) Finance and (3) IT.  They in turn feed up to national committee.

In so far as it is known at this stage it is the intention for the transfer to be made from 2013 and there is a possibility of a pilot on HAP later 2012.  It is expected that the pilot will be for a local authority rather than a specific area within a local authority.
