MOTION: Councillor M. Corr

That the Manager gives a report on the current situation in the Tallaght area with regard to the window replacement programme - indicating how many cases are currently outstanding  for replacement and their priority rating status.

REPORT:

The Council provided €1 million in the 2009 budget and a further  €1 million in 2010 for the replacement of windows and doors in Council housing stock countywide. 

Windows and doors were replaced in 203 houses out of the 2009 funds and 152 have been completed out of the 2010 funding and a further 39 are in progress, which will bring the total to 191 at end of year.  The average replacement cost is €5,240 per house. 

There were 698 applications on hand for new windows at the beginning of the year and a further 337 were received up to the end of October.  191 of these will be replaced this year.  322 still have to be graded but it will leave a potential balance of  844 still to be replaced.  The majority of theses windows have been graded at 5 which is those that are deemed in need of replacement.  It should be noted that windows are only replaced where the tenants rent account is clear or adhering to an agreement to clear it.

In the Tallaght Area there will be 108 window completions by end of year, which represents 57% of the overall completions (191). 

Of the 844 windows in need or replacement 427 are in the Tallaght area.  These are made up as follows 200 grade 5s, 29 grade 4s, 42 grade 3s, 3 grade 2s, 6 grade 1s and 147 yet to be graded.
