That the Manager gives a detailed update on the Newcastle Area Plan that is to be proposed this year. Can the Manager give details of the previous plans successes / failures and how will this be incorporated into the new plan?
REPORT:
If the proposed Variation to the County Development Plan is proceeded with by members on November 14th 2011, the preparation of a new Newcastle Local Area Plan will be delayed until at least May 2012 . This is due to the significance of the proposed Variation with regard to the preparation of a new Newcastle Local Area Plan.
If the proposed variation to the County Development Plan is not approved by the members on November 14th 2011, the preparation of a new Newcastle Local Area Plan could be complete by mid 2012 .
Since the year 2000, the number of dwellings existing in Newcastle Village has almost quadrupled, from a total of 290 to a total of 1139 in October 2011. Based on the rate of growth since 2000, there is at least a further 25 years housing supply (approx. 1,700 homes) currently available in Newcastle Village to 2036, as follows:-
· 100 completed and vacant homes;
· 590 further permitted homes on which construction has not commenced;
· Undeveloped zoned land with capacity for a further 1,000 homes;
These figures are based on the observed average occupation of 68 homes per annum in Newcastle during the eleven year period 2000-11 (749 in total at an average density of 40 dwellings per hectare approx.) and assume significantly reduced densities than during the period 2000-11 on the remaining undeveloped zoned lands in future years (an average of 30 dwellings per hectare approx.).
The Newcastle LAP was adopted in November 2003. The overall permitted residential development from 2000 to 2011 amounts to 1,439 dwellings. It should be noted that only two thirds of units built, approximately 500 dwellings, are located within the LAP area. The following tables outline residential permissions pre-LAP, on the LAP lands and in 2007 on non-LAP lands.
Residential permission pre-LAP
· 214 dwellings permitted at Newcastle Manor.
Residential permission after LAP was adopted
· 84 dwellings at Newcastle Glebe – permitted 2004 – 2005
· 52 dwellings at Parsons Court – permitted 2005 – 2008 and built
· 62 dwellings at Castlelyon – permitted 2005 – 2006 and built
· 113 dwellings at Aylmer Heath – permitted 2005 – 2007
· 739 dwellingsBallynakelly/village expansion - permitted 2006 - 2008
Residential permissions in 2007 on non-LAP lands
In 2004 additional lands were zoned without being covered by the LAP. These lands relate to the Newcastle North village Centre Action Area Plan November 2007
The following permissions were granted on these lands:
· 97 dwellings to Opus Developments – permitted nov. 2007
· 48 dwellings on Liam Butler site in June 2011
Primary School
The delivery of the primary school is outstanding and is being pursued with the Department of Education. There are a number of options being considered on zoned development lands.
