QUESTION: Councillor E. Tuffy
To ask the Manager if he will provide a report, setting out separately for each Electoral Area, information on the following: (1) the area of land zoned residential in each LEA, for which specific Planning Permissions have not yet been received or granted, and an estimate of the capacity, in terms of housing units of such zoned land in each LEA, (2) the number of housing units for which planning permissions have been granted in each LEA, since January 2009, and the number of commencement notices issued in the same time period?
REPLY:
The report below outlines the best available data with respect to the overall thrust of the above question
Within the County at present there is substantial land zoned primarily for residential development but is currently undeveloped. In the preparation for the County Development Plan 627ha of land were identified as zoned but undeveloped land. A substantial proportion of these lands are located along the main rail corridor, with the bulk of the reminder located in
Fortunestown area and the Stocking lane areas.
Based on the outstanding zoned undeveloped land and having regard to the Tallaght Local Area Plan and Naas road masterplan requirements it is envisaged that in the County there is capacity for approximately 35,000 dwellings. This figure is based on a conservative overall average density yield and the envisaged yields from the above referenced plans.
Below is a reproduction of Table 0.1.4 in the County Development Plan which set out the overall Disposition of Zoned Lands capable of accommodating residential capacity and their overall capacity based on the already stated figures of land availability and overall capacity.

With respect to the estimated number of dwelling units which form part of outstanding but not started permissions the latest published figures are 7600 units- 3516 houses and 4104 apartments. There are approximately 260 units started but uncompleted. These figures relate to data collected in 2010 and are collated on a County wide basis. At the time of reporting work is ongoing to update these figures for this year, although there is unlikely to much significant alteration in the magnitude of the overall figures.
Since the adoption of the Development Plan there has been very limited number of applications for multiple housing developments. Applications which have been received generally relate to revisions to lands that have existing permissions. This is refelected in the table below which sets out the number of commencement notices recieved since January 2009

In conclusion with respect to the outstanding capacity for future residential development in the County, it is considered that given the lack of residential development that the overall capacity as outlined in the County Development Plan remains essentially unchanged.
