MOTION NO. 4
MOTION: Councillor T. Ridge
That this Council seek a meeting with appropriate Minister (Housing / Environment) to discuss the problem of 1. Absentee Landlords whose tenants are causing dreadful nuisances in housing estates in this county and where local residents appear to have no way of dealing with destructive and disrupting tenants.
REPORT:
If this motion is passed a request for a meeting will be forwarded to the Minister for the Environment, Community and Local Government.
Under the Private Residential Tenancies Act 2004 complaints about alleged anti-social behaviour may be made directly to the Private Residential Tenancies Board (PRTB) by anyone affected by such behaviour. These complaints are investigated by the Board regardless of whether or not a landlord has registered the tenancy. Unfortunately delays occur in the cases where tenancies have not been registered because investigations must be carried out in the first instance to establish who owns the property.
The Gardai also have a role to play and can be contacted directly to investigate any incidents of anti-social/criminal behaviour involving the tenants of any property.
