MOTION: Councillor P. Kearns
That this Committee calls on the Manager for an update on the provision of a designated cycle area in Tymon Park as discussed at a previous meeting.
REPORT:
As part of the recent review of the Parks By Laws and which were presented for consideration to and adopted by the July 2011 Council meeting the section dealing with cycling in parks was amended from:
3. Traffic:-
3.1 No person shall bring into a park, save with the permission of the Council and in such areas as may be designated, any bicycle, skateboard, roller-skates, roller-blades or other vehicle except a wheelchair, child’s buggy or pram.
3.2 Where vehicles are permitted access to a park, no person shall leave any vehicle, bicycle or tricycle unattended in a park except in such places as may be set aside as standing or parking places.
To:
3.5 The use of bicycles, skateboards, in-line skates, roller-skates, non motorised scooters and similar vehicles are permitted subject to careful use and consideration for other Park users. A maximum speed limit of 20kph shall apply to all such vehicles with the exception of areas designated for cycle training and races by prior agreement with the Council.
It is therefore permissable for the public to use bicycles, as described above, on the public footpath systems in our parks. Information signage in relation to this change is currently under preparation.
