MOTION NO.4

MOTION: Councillor B. Bonner

In the light of the extreme dissatisfaction expressed by members of the Balgaddy Working Together Group at the Forum in the Council Chambers on 27th of September that the Manager would present a report on the communication between the Council and the group in relation to the progress of the work on defective houses in Balgaddy.

REPORT:

A detailed Report was presented to the Clondalkin Area Committee under Cathaoirleach's Business at the September 2011 meeting of the Committee in relation to progress on dealing with defects within the Balgaddy scheme.

The Council liaises directly with its tenants in relation to a systematic regime of inspections being undertaken to determine the extent of defects existing and remedial works necessary. The Council's Clerk of Works then arranges directly with tenants involved to schedule necessary works either by the Council's work crew or outside Contractors (of which there are two currently engaged).  Considerable progress has been made to date and is continuing, to address all outstanding issues.  The Council's primary responsibility is clearly to its tenants in this case and our reporting relationship is to the elected members who have maintained a high level of interest in the issue and have sought and received periodic updates on progress.

The Council's Housing Estate Management Officer and the Community Worker for the area are in regular communication with the Balgaddy Working Together Group and the CPLN Area Partnership to provide support for ongoing initiatives.  The County Architect and senior Housing Department staff have had many meetings with both groups in relation to developments in the area and the County Architect has worked closely with both groups on the technical preparation of a bid for a local community crèche development.  A site meeting at the recently completed Multi-Use Games Area (MUGA) was held with representatives of the BWTG on 5th October 2011 at which the Councils Public Realm Designer gave an update on progress on the completion of the park and playground works.  Councillor Kenny and Councillor Gilligan of this Committee also attended this meeting.
