QUESTION: Councillor E. Tuffy
To ask the Manager if he can advise on what measures are implemented by the Environmental Services Department to ensure that Waste Management Companies providing household bin collection services in the County have inspection procedures in place to monitor compliance with the Council's Bye Laws on the presentation of household waste and bins for collection?
REPLY:
Waste Collection Service Providers are required under their Waste Collection Permits, issued by Dublin City Council, to comply with relevant legislative and standards requirements including any Bye Laws applicable in the area of their operation.
Section 8 of the South Dublin County Council Storage, Presentation and Collection of Household Waste Bye Laws 2007 sets out the requirements for Waste Collection Providers in this county.
The requirements of this section are being enforced against companies where the mechanism available to the Council is to issue fines under the Bye Laws where non-compliance can be established. Breaches of the Bye Laws are notified to Dublin City Council as a breach of a Waste Collection Permits.
Given the significant changes that have taken place in the market since the making of the Council's Bye Laws, a review of the Bye Laws is underway and will progress through the Council's Environment SPC at it's next meeting in November.
