REVIEW OF PILOT OF CLONDALKIN & LUCAN AREA COMMITTEE MEETINGS
REPLY:
The following report was presented to the Members at the Organisation, Procedure and Finance Committee Meeting held on 22nd September 2011:
A pilot of separate Area Committee meetings for both Lucan and Clondalkin Electoral areas has been in operation since November 2010.
Following debate at several meetings (incl OP&F May 2011, OP&F March 2011, OP&F September 2010, OP&F March 2010, OP&F September 2009, L / C ACMs and County Council) it was agreed at the May 2011 OP&F to extend the pilot until September 2011, to facilitate input from all Area Chairs on a permanent arrangement for consideration and recommendation on the pilot at the September 2011 OP&F.
Following lengthy discussion at a recent meeting with Area Chairs it was agreed to make recommendation to the forthcoming Sept OP&F in relation to the pilot and ad hoc Standing Order issues in that regard as follows:
- Terminate the Lucan / Clondalkin pilot and make statutory provision for the establishment of two (2) new distinct Area Committees for Clondalkin and Lucan respectively in accordance with S 50 LGA 2001
- Dissolve the existing Lucan / Clondalkin Area Committee in accordance with S 51 (3) LGA 2001
- Formally establish the Rathfarnham Electoral Area in accordance with S 50 of the LGA 2001
- Formally dissolve the Terenure / Rathfarnham (which became defunct following the Local Electoral Boundary Area Order 2009)
- Amend Standing Order No 5 to reflect the official change in commencement time of some meetings (3.00 pm respect of Rathfarnham, Lucan & Clondalkin Area Committee Meetings)
- Amend Standing Order No 6 in relation to the meeting venue for Lucan Meetings: to he held in Co Hall, Tallaght
- Amend Standing Order No 53 to reflect that South Dublin County Council Area shall be divided into four Area Committees as follows :
- Clondalkin Area Committee
- Lucan Area Committee
- Rathfarnham Area Committee
- Tallaght Area Committee.
- Amend Standing Order No 54 to state that the Members of the Council for each of the local electoral areas contained in each of the areas 1 to 4 set out above shall be the Members of the Area Committee for that area.
- Amend Standing Orders Schedule A Area Committee Meetings Questions & Motions to provide for twelve (12) items of business in total, not more that six (6) motions (of which not more than two motions per function).
These recommendations are now before the Council for consideration.
In consideration of any recommendations in relation to Standing Orders it should be noted that in accordance with Local Government Act 2001 Schedule 10 (Art 16 (2)) at least one half of the total membership of the council must vote in favour of the change(s). Should the recommendations be approved at the October 2011 Council Meeting formal changes may take place in relation to the number of motions submitted to the October 2011 Area Committee meetings
The report was NOTED and it was AGREED to recommend amendment of Standing Orders as outlined in the foregoing report .
This matter is now before the Council for approval
