QUESTION: Councillor W. Lavelle

To ask the Manager, following-on from my motion to the May 2010 council, to provide a detailed report on the use of LED public-lighting by South Dublin County Council?

REPLY:

The Council's Public Lighting Section has investigated a range of technologies in the context of providing a more efficient and sustainable public lighting service. These include dimming, telemonitoring, and the use of LED. The Public Lighting Section are in ongoing contact with LED suppliers and other leading manufacturers of luminaires eg Philips, GEC, Siemens, Urbis, WRTL and others. At present it is considered that dimming technology is the leading energy saving technology currently in use and being adopted for use throughout Europe and further afield. The dimming system developed by the Council and so far installed in just over 5% of our network is at the cutting edge of these advancements and is at present producing energy savings in excess of 30% with the associated reductions in emissions. This sytem is also delivering savings in the maintenace budget through more efficient management data.

To date, an integrated LED system has not been produced that would improve on the dimming technology currently in use in the County. Concerns continue in relation to the driver technology and other related elements required to deliver a complete system and while appraisal of industry advances is ongoing, to date LED has not been used in the County. It is anticipated that when the technology has advanced to an appropriate standard, that a pilot installation will be undertaken although the location of such an installation may not in the first instance be a public roadway.
