MOTION: Councillor E. Higgins
That the Manager provides a report on the Council resources being used to tackle the ongoing antisocial issues in Glenaulin Park, the measures being considered for implementation in the Park and communications with Friends of Glenaulin Park and the Gardaí.
REPORT:
The Parks Department maintains Glenaulin Park as part of the regular maintenance works programme for the Palmerston area. While significant resources are expended on the after effects of antisocial behaviour in terms of litter picking, sweeping of paths etc, additional resources are also expended on proactive methods to reduce and prevent antisocial behaviour from occurring in the first instance. Measures that have been implemented following requests by residents, Elected Members, An Garda Síochána and Friends of Glenaulin Park and also identified by parks staff include the following:
1. The gaps in the hedge which forms part of the boundary at Drumfin Avenue were planted up as part of the 2010/2011 Arboricultural Programme in an effort to provide additional boundary security.
2. The informal type hedge at Oakcourt Lawn was pruned as part of the 2010/2011 arboricultural programme.
3. The wooded area beside the bridge in the park at Californian Hills was significantly thinned and opened up as part of the 2010/2011 arboricultural programme.
4. The entrance to the park from the end of the lane at Culmore Road was closed in 2010.
5. The gap in the boundary hedge near the Glenaulin Road/Culmore Road lane entrance was repaired and closed up.
6. The boulders/seats on the east boundary of the park near Rossaveal Court were removed to deter loitering at night.
Proposals to upgrade the Glenaulin Green entrance to the Park, as reported to the June meeting, have been advanced. However, it has not been possible to identify the necessary financial resources within the remaining budget for 2011 to implement the proposals. It is hoped that the project will be able to advance in the New Year when the financial provision for the 2012 work programmes has been established.
The Parks Department continue to meet An Garda Síochána as the need arises and the last meeting with Friends of Glenaulin took place on site on 26th July 2011.
