MOTION NO. 15

MOTION: Councillor W. Lavelle

That this Committee requests the Manager to present a detailed report, for discussion, to include:

REPORT: 

During the Spring 2011, a 52 meter section of wall opposite the cul de sac at Moy Glas Close was removed and the area reinstated in an effort to deter the congregation of people at this location.  The work has proved effective and reports received have been positive.

At the June Lucan Area Committee meeting 2011 it was agreed that the Council would meet with both the Moy Glas residents and the re-formed Castle Riada residents in July 2011.  This meeting took place on 25th July 2011. At that meeting it became clear there were 3 separate issues.  1.  Anti-social behaviour.      2.  People crossing from Castle Riada estate onto the Esker.  3. Dumping on the Castle Riada side of the Esker.

The following matters were agreed:-

1. To look at the option of providing an alternative entrance from the Outer Ring Road into Moy Glas Estate.

2. Prune back vegetation to the north of the Esker at the base on the Castle Riada side in accordance with best horticultural practice.

3. Prune vegetation to the south/east of the Esker at the base on the Moy Glas side in accordance with best horticultural practice.

4. Remove posts from the old beech hedge on top of the Esker to the west.

5. No thinning of the hedge to the west on the top, behind the bottle bank apart from a tidy up necessary

6. No enhancement of the area around the bottle bank.

Further correspondence has been received from both Resident Groups in recent weeks requesting additional works which were not agreed at the meeting.  The correspondence made reference to the construction of barriers (wall/fence) to prevent the movement of pedestrians between estates.  Without making alternative arrangements to facilitate pedestrian movement within residential areas the erection of barriers to restrict movement is a difficult thing to achieve successfully.  While this point was made at the meeting on July 25th a consensus was not reached.  The submissions are currently being reviewed and both Resident Groups will be contacted in relation to how to progress matters at the Esker.

In relation to Permeability Projects in the area the Planning Department has advised as follows:

The Permeability Projects were submitted for funding to the NTA earlier this year by the Planning Department that encourage walking and cycling to local centres by providing direct routes. 5 No. projects have had funding agreed and are to be completed before the end of the year. The Planning Department’s scheme of permeability projects was presented to the Lucan Area Committee Meeting of the 28th June 2011 and a Lucan Councillor Briefing Meeting of the 13th July 2011. At the Briefing Meeting it was agreed that the Lucan Councillors generally support the crossings proposed for Griffeen Avenue; however concern was expressed regarding the public opinion of a new link proposed into the Moy Glas area. Lucan Councillors were supportive of a consultative leaflet drop which will be circulated to the Councillors at the same time as the distribution to the households in the Moy Glas area. The leaflet will also be sent to the Moy Glas Residents Association. Consultation leaflets are currently being prepared for Moy Glas Estate. An inter-departmental steering group has been set up to co-ordinate decision making and construction issues internally between the Planning, Roads and Parks Departments. This group meets on a fortnightly basis. The Parks Department will assist in the construction phase of works where possible. The other projects in the Lucan area outlined as part of the Permeability Projects are not proposed for this year. These would be subject to Part VIII Planning Processes where required and an application for funding at a future date.
