MOTION NO. 11

MOTION: Councillor J. Lahart

"That the Council agrees to consider re-locating the bottle bank on Grange Road to the new car park at the top of Fortification Hill away from a residential area and in full public view and to allocate the public realm spending to resurface and remediate the existing location."

REPORT:

The promotion of recycling and the development of additional bring bank sites is a specific objective in the Dublin Waste Management Plan  for the expansion of facilities for recycling of household waste, and the development of an additional site at Fortification Hill would help towards achieving the Plan's objective in this regard.

The Council's Disability Access Officer has obtained funding to install an underground bring bank facility in the County.  The site in question at the junction of Grange Road and Sarah Curran Avenue, as well as the alternative site mentioned at Fortification Hill have both been identified as potentially suitable sites.  The Environmental Services Dept is currently examining the feasibility of both sites with regard to space available for both the containers and for parking, as well as access to services such as power and surface water drainage.

The issue with the Grange Road facility has related to the presentation of the site and the containers themselves and in this regard a plan was prepared some years ago that would improve the site. Regrettably, this scheme ran into funding difficulties and did not proceed at the time. The site has now been identified for improvement works under the Public Realm Initiative in the current year and will proceed as soon as plans regarding the underground facility are finalised.
