QUESTION: Councillor G. O'Connell
To ask the Manager for a progress report (c.f. my earlier several motions and questions) on the completion of the boundary treatment on Hollyville Lawns connected with the M50 works. This includes a small section of Balustrade fencing to the rear of two residences backing onto the (enclosed) open space at the M50 intersection and timber fencing to the rear of residences backing onto the N4. Residents (many of whom are elderly) feel particularly vulnerable and there have been a number of attempted break-ins in the area as well as a number of burglaries?
REPLY:
The M50 Upgrade Scheme Works necessitated the removal of shrubbery / trees in the Open Space at the N4 Junction at the rear of Hollyville in order to construct the new Underpass freeflow link to the westbound N4 as well as the new inbound Sliproad to Dublin City. When the construction works were completed in early 2008 the Open Space was replanted with several hundred shrubs and trees and this dense planting is now well established.
During the course of the works some complaints were received from residents of Hollyville to the effect that the security of their property had been compromised. Meetings were held with Residents and following investigation it was discovered that some residents did not in fact have rear garden boundary walls in place to prevent access to their property from the adjoining Open Space. In order to improve the security of these properties the M50 Contractor was instructed to install sections of Herras Fencing along the line of the ditch at the end of the rear gardens. In a further measure to deal with the matter approx 140 metres of 2.4 m high Palisade Security Fencing was subsequently installed to further improve the situation.
The M50 Upgrade Works are now completed in this Area and all Environmental Barriers have been erected in accordance with the M50 Upgrade Scheme Environmental Impact Statement as approved by An Bord Pleanala.
