MOTION: Councillor T. Gilligan
That this Council introduces its own local currency, in conjunction with local businesses, that would be acceptable as payment for rents, NPPR, bin charges and that would be backed by hard commodities - such as allotments, food, energy, agriculture... The currency would not be pegged to any other currency USD/EUR/GBP but would be exchangable for those currencies. The currency would be used alongside the EURO.
REPORT:
A similar scheme (ref: http://brixtonpound.org/) is currently operated in Brixton, United Kingdom with the support of Lambeth Council (http://www.lambeth.gov.uk/home.htm).
South Dublin has implemented a Social Credits scheme which is about rewarding communities who take positive sustainable action with access to Council services and local facilities. The Dublin Regional Authority, in conjunction with SDCC, is also currently considering the introduction of a Carbon Social Credit scheme to include time-banking and local currencies.
This proposal will be forwarded to the Economic Development Strategic Policy Group for consideration if the motion is passed.
