QUESTION: Councillor W. Lavelle

To ask the Manager to provide a detailed update on implementation of the Local Action Plan for this council as proposed by Management under the Croke Park Agreement?

REPLY:

The Croke Park Agreement required that each Public Sector organisation prepare and submit a Local Action Plan setting out change actions to be implemented within specified timeframes under the following headings:-

Re-structuring

Shared Services

Procurement

e-Government

Productivity and Performance

As well as local actions, a number of National Level Actions were identified for progress and listed in the Local Action Plan. Progress updates on National Actions are notified to us through the Local Governement Management Agency for implementation. The standardisation of paycycles to fortnightly has recently been agreed Nationally and will be progressed locally shortly.  Local actions are progressing on schedule with regular Union/Management meetings scheduled to discuss change proposals. At this stage actions have been agreed under the headings of restructuring,  procurement, e-government and Productivity and Performance. The establishment of a multi-functional frontline Operations Unit arising from the sale of the bin service is a significant change action that will result in cost savings and improved service co-ordination to the public.
