REVISED APPLICATIONS FOR FINANCIAL ASSISTANCE UNDER THE CAPITAL LOAN AND SUBSIDY SCHEME AND CAPITAL ASSISTANCE SCHEME FROM RESPOND  HOUSING ASSOCIATION IN ACCORDANCE WITH SECTION 6 OF THE HOUSING (MISCELLANEOUS PROVISIONS) ACT, 1992 FOR A HOUSING DEVELOPMENT AT COOKSTOWN WAY, SPRINGFIELD, TALLAGHT.

REPORT:

At the County Council meeting of 14th January 2008 the granting of a loan in the amount of €15,714,055.00 under the Capital Loan and Subsidy Scheme and €19,174,765.00 under the Capital Assistance Scheme and a grant of €1,425,000.00 under the Communal Facilities Grant Scheme to Respond! Housing Association for a development of 190 social housing units at Cookstown Way, Springfield, Tallaght in accordance with the requirements of Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 was approved.

At the County Council meeting of 14th September 2009 the granting of a revised loan in the amount of €16,278,408.00 under the Capital Loan and Subsidy Scheme and €20,268,512.00 under the Capital Assistance Scheme to Respond! Housing Association for a development of 190 social housing units at Cookstown Way, Springfield, Tallaght in accordance with the requirements of Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 was approved.  The grant under the Communal Facilities Grant Scheme remains the same.

Further revised applications have been received from Respond Housing Association as follows:

Capital Loan and Subsidy Scheme               €17,052,225.00

Capital Assistance Scheme                           €22,681,202.00

The increased amounts sought under the Capital Loan and Subsidy Scheme and the Capital Assistance Scheme are in respect of increased construction costs.  The application in respect of a grant of €1,425,000.00 under the Communal Facilities Grant Scheme is unchanged bringing the total funding requirement to €41,158,427.00.

The increased funding has been approved by the Department of the Environment, Heritage and Local Government by letters dated 24th February 2011 Capital Loan and Subsidy Scheme, and letter dated 25th March 2011 Capital Assistance Scheme.

Under Section 6 of the Housing (Miscellaneous Provsions) Act, 1992 the granting of assistance under the Capital Loan and Subsidy Scheme and the Capital Assistance Scheme is a reserved function of the Council.

The accommodation will provide a mix of general needs housing, housing for applicants with intellectual difficulties and housing for the elderly.  The accommodation consists of 15 No. 3 bedroom apartments, 48 no. 2 bed apartments, 106 no. 1 bedroom apartments, Group house of 12 no. units, short term housing facility of 9 no. units.

Planning Permission in respect of the development was granted by An Bord Pleanala on 13th December 2004 (Reg. Ref SD03A0804 refers).

The construction of the Scheme is currently underway with the anticipated completion date of May 2011.

Accordingly, the following motion is required:

"That this Council recommends that the application for a revised loan in the amount of €17,052,225.00 under the Capital Loan and Subsidy Scheme and €22,681,202.00 under the Capital Assistance Scheme to Respond Housing Association for a development of 190 social housing units at Cookstown Way, Springfield, Tallaght in accordance with the requirements of Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 be approved."
