MOTION NO.5

MOTION: Councillor C. King

That this Council invites the Chief Executive of the HSA (Health & Safety Authority) Martin O'Halloran to present a report to this Chamber on the impact of HSA regulations and Guidelines on this Council in relation to Road Maintenance and grass cutting etc and the interpretations of these regulations by the City and County Manager's Association.

REPORT:

The relevant legislation, regulations and guidance for staff working on roads are contained in the

• Safety Health and Welfare at Work Act 2005
• Safety Health and Welfare at Work (Construction) Regulations 2006
• Department of Transport: Traffic Signs Manual: Chapter 8: 2008
• Guidance for the Control and Management of Traffic at Roadworks: 2nd Edition: 2010 ( Dept of Transport,  H.S.A.,  N.R.A., L.G.M.S.B.)

If the motion is passed the HSA will be invited to make a presentastion to the Council on the imapct of these regulations and guidelines.
