MOTION NO. 13
MOTION: Councillor C. Jones
That the Manager will agree to a later closing time for the carpark at Waterstown Park and that bins to collect dog litter will be placed in situ.
REPORT:
The car park to Waterstown Park is opened on weekdays, by local staff based in Waterstown Park, by 10am each morning. The closing time varies throughout the year and is related to the closing of the car parks in the Griffeen Valley Regional Park. The car park is currently closed at approximately 5.00pm in the evenings by the Park Rangers. In the event that cars are still present in the car park at closing time, arrangements have been made with Stewarts Hospital for their staff to close it in the evenings. At weekends/Bank Holidays, the car park is opened by the Park Rangers at approximately 10.30am. The closing arrangements for weekends/Bank Holidays are the same as the week day closing arrangements. It is not possible to extend the park closing times due to the requirements of the Working Time Act and current staffing rosters.
Under Section 22 of the Litter Pollution Act 1997, where faeces has been deposited by a dog in any place to which the section applies, the person in charge of the dog shall immediately remove the faeces and shall ensure that it is properly disposed of in a suitable sanitary manner. It is a matter for dog owners to make their own arrangements to ensure that they comply with the requirements of the Act.
