MOTION NO. 2
MOTION: Councillor W. Lavelle
That this Council, further to discussions at the February 2011 Council meeting, requests the Manager to present a detailed report on the implementation and outcomes of the now-lapsed County Litter Management Plan 2008-2010, with particular reference to the implementation plan for Objective 1 i.e. to "identify litter black-spots and organise an operational plan to eliminate them"; and to further request the Manager to again consider my repeated requests to expand the council's hand-cart services to areas of the county, such as Lucan South, where residents' groups are very active in arranging community clean-ups but where there is currently no permanent regular cleansing service as exists in other urban areas of the county, given that such a hand-cart service could be most beneficial in helping to eliminate litter black-spots.
REPORT:
The Litter Management Plan 2008-2011 was adopted by the Council in June 2008 and is due to expire in June 2011. The initiation of the Review process is scheduled for discussion at the next meeting of the Environment SPC. The Review process will include the presentation of a comprehensive report on the implemenation of the plan along with proposals for inclusion in a new Plan.
With regard to the provision of Handcart Services in the South Lucan Area and as advised in previous discussion at Area Committee level, this proposal will be considered in the broader context of achieving the efficiencies required under the Croke Park Agreement. As part of the current years work and included in the proposals for the next Litter Management Plan is a number of campaigns aimed at reducing the level of littering in the county thereby reducing the resource required to clear up after the offenders.
