COUNCIL APPROVAL FOR BORROWING IN 2011 FOR COMPLETION PHASES OF FINAL CAPPING AT ARTHURSTOWN LANDFILL
South Dublin County Council, on behalf of Dublin City Council, Dun Laoghaire-Rathdown County Council and ourselves, has responsibility for undertaking the planning, development and operation of the landfill site at Arthurstown, Kill.
Following the closure of the Arthurstown facility, works are now required to complete the final capping of the site as required under the EPA Licence. Final capping has been completed on the substantial part of the site however, the final phases of works are to be undertaken during 2011 and 2012 and involve the capping of the remaining 75,000 sq metres.
The works involve ongoing engineered capping with HDPE (High Density Polyethylene) being placed over Landfill waste in addition to 800mm subsoil and 200mm topsoil cover. Works also include construction of a gas collection pipe network system and a leachate collection system which protects groundwater from pollution and reduces odours, as well as minimising the fire risk from methane gas caused by waste decomposition and the estimated cost of works required in 2011 is €5.5 million with an additional €4.5 million requirement for 2012.
It has previously been agreed by the three Dublin Authorities that such works should be funded by means of a loan to be funded by contributions from each of the Authorities on a per use basis. As the lead authority, the seeking of approval and quotations for the loan is arranged by South Dublin County Council.
The estimated capital expenditure in respect of these works is as follows:

Accordingly, the approval of the Council is now sought to the raising of a loan for €10 million subject to the sanction of the Minister for the Environment, Heritage and Local Government
