PAY PARKING IN OWENDOHER CRESCENT
REPORT:
A detailed report was presented to the last Meeting of the Area Committee:
In the course of the discussions at the last meeting of the Area Committee, it was agreed to defer the matter pending further clarification of the position regarding permits and further consideration of the flexibility that could be afforded to residents in regard to the provision of permits in view of the fact that almost all houses do not have their own driveways.
To date applications have been received for some 36 permits comprising of residential (22) and visitor(14). The Council is prepared in the special circumstances of this location and on a strictly without prejudice basis because of the lack of driveways, and with the agreement and recommendation of the Area Committee to increase the number of both resident and visitor permits that each house can apply for and to issue those permits at the basic cost.
It is clear that the controlled use of the parking system has, as promised prior to its introduction, dissuaded inappropriate parking in this residential area. In particular, it has removed all day parking and commuter parking. The payment of a small annual fee for a parking permit is considered reasonable having regard to the overall improvement of the quality of life of the residents in this residential area. The controlled parking system with its purpose designed enforcement regime has been successful in controlling the problem which previously existed here.
If the Pay and Display Parking System is removed from Owendoher Crescent, it is more than likely that this area will again be used by non residents for all day parking and commuter parking to the detriment of all residents.
If the Pay and Display Parking System continues, the existing freedom from inappropriate parking will remain.
It is now a matter for the Area Committee to make a recommendation and that recommendation will be brought before the full Council for final decision.
