MOTION NO. 2

MOTION: Councillor S. Crowe

That this Committee calls on the Manager to urgently investigate and take action in conjunction with the Garda Authorities against  the daily use of the parklands  in Tymon/Aongus, between St Aongus Green, St Aongus Park and  the new houses on St Aongus Road, by scrambler and quad bikes which results in the green area and its surrounding footpaths becoming unsafe  and a no go area for the majority of  local children and their parents.  
 

REPORT:

The Parks Department have made arrangements for increased patrols of the open space areas between St. Aongus Green, St. Aongus Park and St. Aongus Road by Park Rangers based in nearby Tymon Park in order to deter unauthorized access by scramblers and quad bikes.

The Parks Department will also liaise with the local Community Garda in order to discourage the use of scrambler and quad bikes on the public open space areas of this location.

The Parks Bye-laws currently in force, e.g. Bye-laws for the Control and Regulation of the use of Parks, Open Spaces and Recreational Playing grounds owned, controlled by, or in the charge of South Dublin County Council (l996) are currently being reviewed with a view to prohibiting the use of any motorised vehcile including motorcycles, motorcross bikesscramblers) quad bikes or other powered vehciles. Further it is proposed that the Gardai shall have free unencumbered access to Parks for purpose of enforcing this provision on behalf of the Council and shall have powers  of detention, removal and storage of such vehicles.  The draft bye-laws are currently being reviewed by the Council's Law Agent.  It is proposed to bring a report on the draft Bye-laws 20ll to the March meeting of the Council.
