2010 Audit Committee Annual Report

Circular Fin 11/2007 requires the Audit Committee to report to Council at least annually and in any event within three months of the end of each calendar year.  The members of the current Audit Committee were only appointed by Council on 9^th November 2009.  As a result the presentation of an annual report in respect of 2009 was not possible.  However, in order to comply with the requirement to report annually, a report on 2010 activity at that date was presented to Council at its meeting on the 13^th September 2010.    

The Audit Committee had scheduled meetings on the following dates in 2010: 

9^th March

8^th June

14^th September

14^th December   (The meeting on the 14^th December was cancelled as a quorum was not reached).

 In summary, the following matters were addressed by the Committee at the three meetings held during 2010:

1.  Financial Situation
2. Annual Financial Statement & Report of Local Government Auditor
3. Strategic Audit Plan 2010 - 2014
4. Annual Audit Plan 2010/2011
5. Audit Recommendations
6. Risk Management
7. Progress Report on implementation of recommendations on VFM Report 23 (Development of Internal Audit in Local Authorities)

It is confirmed that during the course of 2010 the Committee has not become aware from its own work and has not been advised by management of any materially adverse instances occurring in the financial and operational management of Council activities.  

The committee is of the opinion that its work programme to date complies with requirements of the function of the Audit Committee.

The Committee wishes to thank the County Manager and his staff for their cooperation and support.

The second Audit Committee was established by resolution of the Council on the 9^th November, 2009.  The Committee consists of seven members, four external and three Councillors as follows:
