QUESTION: Councillor E. Tuffy
To ask the Manager if he can provide full information on the boundary treatment to be provided, in the Planning Application or in the conditions attached to the permission, for the HSE Residential Units facility at St. Loman's Road, Lucan and in particular if he can clarify whether the development will result in the removal of any of the mature trees between the site involved and Liffey Lawn, Liffey Valley Park?
REPLY:
Under SD09A/0116, permission was granted for the construction of a part two- storey/part single storey, 17 bed ‘medium support’ community residence, with associated bin store, 15 car parking spaces, vehicular access off St Loman’s Road, railings and plastered block walls to site boundary, and associated landscaping and site lighting. Condition 6 of SD09A/0116 related to the landscaping of the subject site, and Condition 4 related to the front and side site boundary treatments.
The site layout plan submitted indicates the overall landholding of the Health Service Executive at this location; land in the ownership of the HSE is outlined in blue, and the subject site outlined in red. It should be noted that the triangular site of the proposed development comprises only a portion (0.48 hectares) of the larger HSE site, to the immediate south of St Loman’s Road. The site of proposed development permitted under SD09A/0116 did not, therefore, include the residual area between the subject site and existing Liffey Lawn, Liffey Drive, and Liffey View residential properties to the southwest of the overall site. No reference was made to any works, including landscaping, to the remaining area of the overall site within the landholding of the Health Service Executive.
The landscaping plan submitted by way of compliance for Condition 6 shows that the southwestern/rear boundary of the subject site would comprise bamboo planting.
