MOTION: Councillor D. Looney
That this Committee reiterates its support for the construction of the TASC Pavilion in Tymon Park, given the long delays faced by clubs in the Tallaght and Greenhills areas in securing these changing rooms, and calls on the Manager to report on work on plans for this pavilion carried out over the past 12 months, along with the future proposals to bring these plans to fruition.
REPORT:
The construction of the TASC pavilion in Tymon Park is listed for funding under the Council's Rolling Capital Programme. A sum of €900,000 is required to frontload the project. The Council has been provisionally awarded grant support for the project by the Department of Art, Sport & Tourism (now the Department of Tourism, Culture and Sport) to a maximum of 70% and every effort is being made to identify the necessary finance to enable the project to advance.
Although it has not been possible to advance the project as quickly as planned due to difficulties in identifying sufficient finance to frontload the project, the Council has continued to progress other matters relating to the project. A Deed of Charge is being prepared for approval by the Elected Members and it is planned to bring this before a future Meeting of the County Council. In accordance with the conditions of the grant allocation, the Department has to approve the tender process in advance of the award of any contract. The details of the tender process are in the course of being submitted to the Department in order to receive final approval for the provisional grant allocation. The Council has also written to the Department of Tourism, Culture and Sport requesting consideration of alternative funding arrangements that could allow the project to proceed. It is understood that a reply will issue on this from the Department in the near future. The Department has confirmed that the project is still live on its list of projects.
