Derelict sites on Main Street, Rathcoole

REPORT:

The site below the Poitin Stil, opposite Kilteel Road, Rathcoole was inspected by the Area Engineer and is considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.  A Section 11 Notice has been issued to the registered owner, requesting the following works to be completed:

• Remove moss from roof
• Repair pavement slabs at front
• Paint building

The site of the former Keogh's shop, corner of Stoney Lane, Rathcoole was inspected by the Area Engineer and is considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.   A Section 11 Notice has been issued to the registered owner, requesting the following works to be completed:

• Paint building
• Replace plywood with proper windows and doors.

The house adjoining the former Keogh's shop, was also inspected by the Area Engineer and is considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.  A Section 11 Notice has been issued to the registered owner, requesting the following works to be completed:

• Paint building
• Cut back overgrowth in garden, especially during the summer months
• Replace plywood with proper windows and doors

Glebe House, Rathcoole, is a protected structure and a Section 79 Endangerment Notice (Part IV Planning and Development Act 2000) was served on the owners dated 18^th August, 2010.  The owners were given the specified time under the Act to carry out the necessary work required to safeguard the structure i.e. reinstatement of the roof.   Under the Notice works were to be carried out before the 10^th November, 2010.  The Conservation Officer carried out a further site inspection on the 3^rd February, 2011 and has confirmed that the works specified under the S59 Notice had not been carried out.  Enforcement action has been initiated by the Planning Department.  The Dangerous Buildings Section has also issued a Notice under the Local Government (Sanitary Services) Act, 1964, requiring:

• the securing of all openings in the external walls of the structure at ground level with steel sheets
• the removal of all loose slates and other unsecured materials from the roof

The site of the two storey house to the west of the school at Main Street, Rathcoole was inspected by the Area Engineer on the 15^th February, 2011 and is considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.  A Section 11 Notice has been issued to the registered owner, requesting the following works to be completed:

• Replace plywood with proper windows and doors
• Cut back overgrowth at side of house especially during summer months
• Paint pier to the right of house

The site of Rathcoole House and grounds, Main Street, Rathcoole was inspected by the Area Engineer and is considered to be a derelict site within the definition contained in Section 3 of the Derelict Sites Act, 1990.  A Section 11 Notice has been issued to the registered owner, requesting the following works to be completed:

• Ensure site is secure
• General Tidy (cutback overgrowth especially during summer months and remove rubbish)

On expiry of Section 11 Notices, the sites will be re-inspected and if all the works outlined in the Notices have not been completed satisfactorily, these cases will be referred to the Council’s Law Department and legal proceedings will be initiated.
