MOTION: Councillor C. King
That this Committee calls on the Manager to report on the ongoing discussions/proposals for the Lidl site in Tallaght Village.
REPORT:
It is the policy of the Council that these discussions remain confidential as proposals are hypothetical until an application is lodged. With respect to the site referred to in the motion the Cllr's attention is drawn to the planning application set out below;
Planning Application Registered Reference No SD11A/0027 was lodged on 8th February 2011 for the following development on the site:
10 year permission sought for a mixed use development totalling 20958sq.m. gross floor area in 5 no. blocks (with basement parking and accommodation) around a central landscaped park. The proposed accommodation is described as follows on a block by block basis: Blocks E and F - Lidl Ireland GmbH Headquarters Office building (Block F - 7480sq.m. gfa) is a 4 storey building with office and associated ancillary areas over a 2 level basement; Office building (Block E - 1852sq.m. gfa) is a 4 storey building comprising office accommodation and associated ancillary areas over basement accommodation; a 2 level basement (levels -1 and -2) is provided below Blocks E and F accommodating a total of 269no. car parking spaces and other ancillary uses. Basement Level -1 also provides an additional 1341sq.m. of ancillary accommodation associated with Lidl headquarters building. Blocks C and D - retail/commercial building (Block C - 5192sq.m. gfa) comprising (a) a retail unit at ground and first floor levels {proposed supermarket selling a range of convenience and comparison goods and incorporating an element of off-licence sales} with associated storage and ancillary accommodation (totalling 4709sq.m.); (b) cafe/restaurant at ground and first floor levels (358sq.m.) and ancillary areas (125sq.m.); Block D is a 4 storey office building comprising office accommodation and ancillary areas (3100sq.m. gfa). Block C has a 2 level basement (levels -1 and -2) incorporating 141no. car parking spaces and ancillary areas and a single level basement car park (level -1) is provided below Block D incorporating 30 no. car parking spaces and ancillary areas. Blessington Road frontage: Block B is a 3 storey building (1993sq.m. gfa) comprising 2 no. ground floor retail units (324sq.m. and 255sq.m.) with medical and related uses on first and second floor levels (1150sq.m.) with ground floor access lobby and ancillary areas (264sq.m.) (Note: this is a modified version of a building which was previously permitted under Reg. Ref. SD06A/0849). Vehicular access/egress is via the existing access from Blessington Road. The proposed development will involve amendments/modifications to part of existing surface car park serving Lidl comprising relocation of vehicular entrance on internal access road and associated reconfiguration of parking layout and landscaping. The new Lidl car park arrangement provides a total of 110no. car parking spaces (in lieu of previously approved 141no. car parking spaces). 24no. additional visitor surface parking areas are provided adjoining Blocks E and F. Permission is also sought for connection to public services, relocation of ESB sub-station, relocated compactor, new service yard, tenant signage on each building, totem signage (8m high and 2.3m wide), landscaping/boundary treatment, bicycle parking at basement and surface levels and all associated ancillary site and development works.
