QUESTION NO. 14
QUESTION: Councillor D. Looney
To ask the Manager to report on any contact with the "Local Government Efficiency Review Group," and to make a statement on the matter.
REPLY:
The Local Government Efficiency Review Group issued their final report in July 2010. The group which was established by the then Minister for the Environment Heritage and Local Government comprised
- Pat McLoughlin, Chief Executive, Irish Payment Services Organisation and former Deputy Chief Executive of the HSE (Chairperson)
- Donal McNally, Second Secretary General, Department of Finance;
- John O’Hagan, Professor of Economics, Trinity College;
- John Quinlivan, former County Manager;
- Ian Talbot, Chief Executive, Chambers Ireland;
- Geraldine Tallon, Secretary General, Department of the Environment, Heritage and Local Government.
The final report contained 106 recommendations under the following headings:
- Organisational Efficiency Issues,
- Local Government Staffing,
- Value for Money and Audit,
- Shared Services,
- Procurement,
- Housing,
- Roads,
- Water,
- Planning,
- Waste Management,
- Motor Tax and Driving Licences,
- Other Operational Efficiencies,
- Local Government and the Wider Public Service and
- Cost Recovery and Revenue Issues.
A number of the recommendations made by the group have been incorporated for implementation as National Level actions into the Local Authority Sectoral Action Plan under the Croke Park [Public Service] Agreement in particular those related to
- staffing levels,
- organisational efficiency issues,
- shared services and
- procurement.
A general action [1.1] is also included which requires that the Local Government Sector fully co-operate with the implementation of the recommendations of the Transforming Public Services Agenda, the Local Government Efficiency Group and the White Paper on Local Government.
